Wooden plaque in the shape of a shield. Painted gold background with black backing. Bas-relief flag and scroll underneath the flag. The flag is painted red and blue with a gold "8" surrounded by a laurel wreath: "Eighth Victory Loan / April - May 1945". On the back: "This shield presented to Guelph township as acknowledgement of participation in Canada's Eighth Victory Loan."
