9-1-1 emergency response system implementation, County of Wellington, 1992-1998. Records from the office of Linda Dickson, Community Emergency Management Coordinator for the Wellington County Department of Emergency Management Services. 9-1-1 is the service by which one dials "911" on the telephone to reach a dispatcher who inquires as to details of the situation and sends paramedics, fire fighters, and/or police to the location to assist in an emergency. This was implemented as a nation-wide emergency telephone number in the United States in 1968, though it took many years for the majority of the country to comply. 9-1-1 emergency service began to be used in urban areas of Canada in 1972. Rural areas were slower to adopt the system. In 1997, the County of Wellington implemented 9-1-1 services. It had been several years in the making as its success required that each rural driveway be numbered and that some street names be changed to avoid confusion with similar street names within the same or a neighbouring municipality. The County celebrated the implementation of the system with a ceremony that was held on 29 October 1997, the day the system was implemented County-wide. As a post script to the materials provided here, Wellington County Council minutes of 26 April 2001 record that Bell Canada had notified the County of Wellington that it intended "to cease providing 9-1-1 answering services, and [had] applied to the CRTC to be relieved of that responsibility". The same minutes indicate that the County requested the O.P.P. Commissioner "to provide a cost estimate for the provision of 9-1-1 answering services for all of Wellington County, excluding the City of Guelph." The meeting was chaired by Ralph Pugliese (Planning Director, Kent County), and included representatives from Wellington County, Haldimand-Norfolk County, Huron County, Essex County, Lambton County, Bruce and Grey Counties, Dufferin County, Kent County, Niagara Region, Elgin County, Brant County, Oxford County, as well as Bell Canada, the Ontario Ministry of Health, and the Office of the Fire Marshall. 12 pages. - item 2: Minutes of meeting concerning emergency response numbering systems, held at Wellington Place [Aboyne], Wellington County, 20 February 1992. In attendance were representatives from the Counties of Oxford, Huron, Dufferin, Bruce, Kent, Lambton, Essex, Wellington and Brant. Also in attendance were representatives from the Meaford & District Fire Department, Town of Westminister, Town of Dunnville, Region of Waterloo, Region of Niagara, Burford & Oakland Township, Brantford Township, the Wellington County Board of Education, Bell Canada, and guest-speaker, Dr. Rolane Tinline of Queen's University (Kingston). 8 pages File 2: Correspondence between the County of Wellington and the lower tier municipalities within the County, 1993-1995, from file folder labeled "MUNICIPAL LETTERS re / SIGNAGE & 9-1-1". Most of the documents are headed "Rural Addressing," and includes quotations in response to the tender for "11,200 Galvanized steel satin coated sign blades or equivalent material…" put out on 25 May 1994, for the production and erection of the white and green signs that would display the new driveway address numbers. File 3: VHS videocassette produced by CKVR Television [Barrie, Ontario] titled on cover "911" and dated "Dec 14" [1994], "2:30 / + 2.00". The same information appears on label on cassette with the addition of "Machine: Putts 1". Loomis Courier Service label found tucked inside with cassette makes clear that the item described as "VHS / '911' " was shipped to the attention of David Marshall, Planning Development, County of Wellington, from CKVR Television in Barrie, Ontario, on 15 December 1994. [ AVC 6 ] File 4: Public education, ca. 1997. - Item 1: Newspaper supplement[?] produced by the County of Wellington, titled "Wellington County 9-1-1 is here / October 29, 1997"; it includes a letter from the Warden, an explanation of the 9-1-1 emergency response telephone number and when to use it (illustrations make clear that it should be called when you spy a burgler or have a kitchen fire, but not when you get a paper cut or a cold). Illustrated with images of an ambulance, police car, fire truck, and new rural address marker sign. 4 pages. 2 copies. - item 2: Brochure titled "Wellington County 9-1-1 to be Activated October 29, 1997"; black and white brochure explaining the 9-1-1 emergency response telephone number and when to use it, ca. 1997; inlcudes chart outlining sample calls to 911 Operator and how they would be dealt with. 3 copies. - item 3: Bookmark titled "9-1-1 Do you know when to call?" with bullet points offering the answers, ca. 1997; 2 copies. - item 4: Sticker titled "Wellington County / Dial 9-1-1" designed to be adhered to a telephone, with spaces to inscribe the rural address number, road name, and municipality at which the phone could be found, to assist callers dialing 911 in an emergency. SERIES 2: 9-1-1 Activation in Wellington County, 1997-1998. File 1: 9-1-1 Activation Ceremony held at the Wellington County Museum and Archives, Aboyne, 29 October 1997. - item 1: Invitation to attend, produced by the Wellington County Planning Department, 1997; 1 page. - item 2: Programme, 29 October 1997; speakers were Barbara Tocher (Erin Township Reeve), Les Foote (County Warden), Darlene Franz (Bell Canada), and various "police, fire, and abulance emergency service representatives"; one sheet double sided, with acknowledgments printed on reverse; 3 copies. - item 3: Letter from Waterloo-Wellington Member of Parliament Lynn Myers to Wellington County Warden, Les Foote, offering regrets that he won't be attending the upcoming ceremony, but enclosing a short letter of congratulations that he request be read at that time, 05 October 1997; 2 pages; letter includes photograph of Myers. - item 4: Letter from Wellington County Member of Provincial Parliament, Ted Arnott, to Linda Dickson of the Planning and Development Department, County of Wellington, offering regrets that he is unable to attend the upcoming ceremony, 10 October 1997; 1 page. - Item 5: Guest book, 29 October 1997. Attendees included politicians, municipal government employees, and representatives from the Grand River Conservation Authority, various police services, various fire departments, various ambulance services, the Wellington County Separate School Board, Wightman Telephone Limited, and Bell Canada. Dickson is holding a large bouquet of flowers and is wearing a small wedding veil. She clarified in 2016 that she was given the flowers in recognition of her work organizing the celebration, and that the bridal veil was part of a joke at the cerremony, but couldn't recall the details of the joke.
